Police Chief

The Town of Moncks Corner is seeking a committed, highly skilled, and motivated individual as Police Chief to lead the Town’s state-accredited Police Department. The Police Chief is responsible for the effective and professional management and development of the Moncks Corner Police Department. The primary responsibilities of this position are to administer and oversee all policing activities and plans, organize and direct departmental activities, ensure that laws and ordinances are enforced, and measures are implemented to prevent crimes and to protect lives and property. Additionally, this role will include advising senior Town and other officials in developing, coordinating, and overseeing the implementation of police operations.

The Police Chief reports to the Town Administrator and is responsible for overseeing a department comprised of 41.5 full-time employees, including 37 full-time sworn police officers. This law enforcement agency is supported by an annual operating budget of approximately $3.66 million. The department offers various services to address specific problems and to increase citizen awareness and participation in crime prevention. These services include patrol, victim’s assistance, school resource officers, bicycle patrol, forensic services, drug enforcement, investigations and more.

The Police Chief is expected to be engaged both internally and externally, trusting staff to manage incidents while coordinating with officers, fellow department heads, citizens, and partners in multiple jurisdictional agreements.  A desirable Police Chief, according to Police Department staff, is much more than an effective administrator, operating with impeccable honesty, judgement, integrity, commitment, and demonstrating outstanding leadership skills through organizational improvement and effective recruiting.

The ideal candidate will be team-oriented, able to cultivate a collaborative culture within the Department and be able to work cooperatively while also possessing exceptional leadership and communications skills. Proactive in developing and supporting staff to achieve excellence through increased training, responsibility, productivity, morale, and retention.

The Town is seeking candidates with experience in a diverse community, a track record of community involvement, and an ability to establish strong relationships with neighborhoods and the business community. They must be an innovative partner with other law enforcement agencies and other governmental agencies, Town staff and the Town Council. They will understand and embrace how technology and social media can enhance effective public safety and be considered a subject matter expert with experience across functional areas: patrol, support services, investigations, and other specialized units. Being knowledgeable regarding the use of data-driven approaches to predict and prevent crime, and community-oriented policing, they would have a practice of consistently updating personal knowledge regarding public policy, public perception, and law enforcement trends.

 Key Priorities of the Next Police Chief:

  • Evaluating the department to assess what alignment and changes are needed to initiate and implement best practices; 
  • Leveraging internal talent while evaluating recruitment challenges for attraction and retention of staff;
  • Ensuring a community-oriented policing philosophy permeates all levels of the organization and continues to build community trust; and,
  • Reinvigorating relationships with education partners, community organizations, local and regional law enforcement, and intergovernmental organizations.

Qualifications:

  • A bachelor’s degree in Public Administration or Criminal Justice with 10 years of experience in law enforcement, at least five of which have been at the management level; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities to perform the duties of the position. Master’s degree and graduate of the FBI National Academy preferred.
  • The selected candidate must possess a valid South Carolina Driver’s License and reside within the Town’s corporate limits within six months (exceptions to residency will be considered on a case-by-case basis). If selected, a candidate must have successfully completed the required courses through the South Carolina Department of Public Safety and hold required certifications within six months.

Pay Info:

The starting salary range is $86,145 - $97,990 annually, depending on a candidate’s qualifications and experience. A vehicle is provided, and other benefits include health, dental, and vision insurance, and enrollment in the South Carolina retirement program.

Performs clerical accounting and financial record keeping activities including the preparation, processing, and maintenance of the Town’s accounts payables. Investigates and resolves invoice discrepancies, maintains purchase orders, and provides additional administrative support as needed. Performs maintenance of the drainage systems throughout the Town by operating various types of equipment. Fire Engineer/EMT

The Fire Engineer/EMT Provides for the safe response of firefighting apparatus and for the effective operation of pumper, ladder, and specialized firefighting equipment at emergencies and routine assignments. Participates in firefighting activities, fire prevention activities, public fire education, fire station activities, and equipment maintenance. Provides emergency medical care to sick and injured persons.

The Fire Engineer may be required to fill in for a Fire Captain in an acting capacity. Requires three (3) years of experience in fire service. NREMT, IFSAC Firefighter 2 or Pro Board equivalent, Pump and Aerial Operator, Emergency Vehicle Driver Training, and ICS-300; may be required to possess additional certifications within one year of employment. High School Diploma or GED and SC Driver’s License Required.  

Grade N-108, Pay range, depending on experience and certifications. Pay range: $43,094 – $66,796

Firefighter 2/ EMT            

The Town of Moncks Corner Fire Department has openings for Firefighter 2 /EMTs. High school diploma or equivalent required. Must possess a valid South Carolina driver's license.   Must be able to pass department physical examination, firefighter physical ability assessment and background check as required by SC 40-80-20. Must be able to wear and use PPE to include SCBA.

These are Full time positions, 24/48 hour shift work. Job duties: Routine station duties, Fire, Rescue & EMS response.

Sanitation Operator I

The Sanitation Operator I is responsible for driving and operating the sanitation truck to collect refuse and debris in the Town as a backup driver when the Operator II is not available.  This position also acts as a refuse collector.  Requires a high school diploma or equivalent and one (1) year experience  operating a commercial vehicle.  Valid SC CDL Class B Drivers License required.  Full time position. Starting Salary is Based on Experience. Grade N-104 ($15.23 hr.)    EOE

Sanitation Operator II

Operates the Town’s sanitation truck for refuse and debris collection. Must have knowledge of all aspects of a Sanitation Department. A High School diploma or equivalent with one (1) year experience as a Sanitation Operator is required. A combination of experience and education of at least (1) year may be considered. Valid SC CDL Class B Drivers License required. Full time position. Starting Salary is Based on Experience Grade N-106 ($17.76/ hr). EOE


Sanitation Refuse Collector

Responsible for placing refuse and debris in the collection vehicles.  Knowledge of the Sanitation Department preferred.  A High School diploma or equivalent is required.  One (1) year experience preferred.  A combination of experience and education may be considered.  Valid SC driver’s license preferred.  Full time position. Police Officer

Position hours: Full time position.

Under regular supervision, performs general uniform patrol, investigative, or other police duties as assigned and enforces all state laws and town ordinances. Required to work various shifts including weekends and holidays. Certified applicants must be certified by the South Carolina Criminal Justice Academy and are required to maintain training and certification requirements. Uncertified applicants with related experience may be considered.

Qualifications:

  • Requires a high school diploma or GED equivalent to satisfactory completion of one year of college education or specialized advanced training in criminal justice
  • Must have completed the SC Criminal Justice Academy Training for a certified police officer or for an uncertified officer must complete the SC Criminal Justice Academy Training by the end of the assigned probationary period.
  • Valid S.C. driver’s license in good standing, must pass all required tests and must be able to operate standard issue vehicles.
  • Personal computer experience preferred.
  • Completed degree (s) beneficial to position may be partially considered as work experience
  • Must be in good physical condition.
  • Must be able to maintain required level of proficiency in the use of firearms.
  • Must be at least 21 years of age.
  • Must successfully pass a criminal background check and polygraph examination.

Police Officer Uncertified Grade: N-106

Salary Range: $ 36,946/yr –  Mid $47,106

Police Officer Certified Grade: N-107

Salary Range:  $ 39,902/yr  -  Mid $ 50,875

School Resource Officer

 

Category: Police Department

Position hours: Full time position.

Performs a wide variety of law enforcement activities specifically related to the school environment during the school year. Tasks are primarily service oriented and include working with and mentoring students, disseminating information, arbitrating disputes, and providing assistance through referrals, property protection, crime prevention, investigative, and other public safety services. Duties will also include regular police duties outside of the school environment when and where needed. Training and certification requirements must be maintained.
